摘要

It is a well-known fact that over the years the shipping industry has adopted a cure rather than preventa-tive approach to potential problems. But there has been a shift in this mind set since 9/11 when the western world realised it was not immune to the whys and ways of other cultures. Despite a spiralling piracy problem in Somali waters, it was not until an attack on passenger ship Seabourn Spirit that UN action was requested in Somalia. Fortunately no-one onboard the vessel was badly hurt during the attack and this may well be due to the skill and training of the crew onboard. It does, however, highlight that no-one is safe either at sea or on land.
