In search of safer spaces

Australia's unilateral decision to imposerntougher rules for seafarers working in enclosed spaces has brought pressure to bear on IMO to act. In April, Australia's Occupational Health and Safety (Maritime Industry) Act 1993 was amended to place new obligations on operators of offshore rigs and ships that fall within the scope of the Navigation Act - primarily vessels engaged in Australia's domestic trade. Several strict liability offences have been introduced and highly detailed safety procedures - such as atmospheric testing and risk-control measures - have been stipulated for crew members preparing to enter confined spaces. Importantly, there is also a requirement for training.
