Lobbyists are pressing the Philippines government to act quickly to avoid loss of EU recognition of Philippines-issued STCW certificates. About 90,000 Filipino crew members working on EU ships would be affected by derecognition, so managers and manning agents have been pushing the government to respond to the European Commission's deadline.The dilemma stems from deficiencies in the country's maritime administration and seafarers' education and training that were identified by a team from the European Maritime Safety Agency (EMSA) in reports in 2006 and 2010.
