A Russian timber carrier managed to reach the South Korean port of Sokcho after it was holed in a collision in the Sea of Japan in December. The Cambodian-flagged, Russian-crewed Sunrise collided with another vessel, believed to have been a fishing boat, on 20 December, the official Voice of Russia radio service reported. US penalties for violating MARPOL regulations on bilge water might have to be toughened, a top US Coast Guard official told SASI in December. Rules requiring oily waste water be processed through a separator before dumping have not abated violations over the past decade, said Rear Admiral James Watson, deputy Atlantic commander.
