摘要

1. Shipowners who were among the first to install ballast water management (BWM) technology have found themselves caught out by International Maritime Organization (IMO) and US Coast Guard (USCG) regulations, leaving some scrambling to meet rigid compliance deadlines. According to a survey carried out by INTERTANKO, about 60-80% of BWM systems installed on member's company ships are not working properly. The survey feedback specified that the previously installed systems are either completely defunct or do not function as intended. Tim Wilkins, environment director and regional manager Asia Pacific for INTERTANKO, told the Singapore Registry of Ships Forum in November 2018, "Failures are unfortunately becoming a daily problem." This realisation, undoubtedly, has caused Shockwaves in the maritime industry. It is also a cruel irony that shipowners who considered themselves early adopters of the IMO Ballast Water Management Convention (BWMC), now find themselves racing against the implementation deadline clock.
