Pressure is growing for legislators and the maritime industry to reduce the level of misdeclared and often dangerous cargo by updating current processes and regulation. Insurers and shipping firms are working on ways to stop cargo owners' ability to misdeclare cargo, given the threat it poses to crew and the safety of shipping and container vessels. The misdeclaration of cargo is done for various reasons but for some it is a way of shipping dangerous goods at a cheaper rate as protections and procedures to handle such cargo come with an added premium. There is also a concern that misdeclaration is on the rise. The International Cargo Handling Coordination Association has estimated that of the approximate 6 million containers holding dangerous goods shipped annually, nearly 1.3 million were not packed properly or were identified incorrectly.
