Further to the news story in the October issue 'Bonuses paid despite massaging on RIDDOR', Network Rail's own website shows that under-reporting of accidents has occurred for at least five years. Its figures show a high correlation between the percentage reduction in minor accidents reported and the reduction in AFR over a five-year period, indicating that NR's improved accident rate is due to increased under-reporting. Under-reporting is apparent to anyone familiar with Heinrich's principle, and although reporting graphs were regularly reviewed at all levels in the organisation over this five-year period, no action was taken until the ORR expressed concern.
