Last month Martin Temple, chairman of EEI the manufacturers' organisation, delivered the first triennial review of the Health and Safety Executive. In his report, Mr Temple concluded that there was a continuing need for the HSE to deliver its functions and, further, a strong case for those functions to continue to be delivered by an arm's length body. The review included a consideration of whether adequate control and government arrangements are in place to ensure that the body complies with the principles of governance. His report was largely a positive endorsement for the HSE and the HSWA 1974; there was "near universal agreement..." that the regulator "remains valid and fit for purpose."
