A New System of Hydrological Calculations to Support Construction and Other Branches of the Russian Economy

A new conception of modern engineering hydrological calculations for structural design, including the federal standards document, Svod pravil po opredeleniyu osnovnykh raschetnykh gidro-logicheskikh kharakteristicheskikh (Summary of Rules for Determining the Basic Estimated Hydrological Characteristics) and the regional standards documents of individual subdivisions of the Russian Federation, Territorial'nye stroitel'nye normy po opredeleniyu osnovnykh raschetnykh gidrologicheskikh kharakteristicheskikh (Regional Construction Standards for Determining Basic Estimated Hydrological Characteristics), is presented. This is the first time such a system of interdependent standards documents has been developed. The system is intended to support stable development of construction and other branches of the economy of Russia. Current problems and the basic tasks confronting hydrologists in preparing regional construction standards that incorporate a generalization of many years of observations of hydrological characteristics for individual regions of the Russian Federation are considered. The process of determining estimated hydrological characteristics for any point of a given region whether or not data of hydrometric observations at the construction site is also reviewed.
