Partners in maintenance: DOT benefits from public-private collaboration

Four years through a five-and-a-halfyear contract, a pilot program in Virginia has been declared a success. The program is a contract between the Virginia Department of Transportation (VDOT) and VMS Inc., a private company, under which VMS performs maintenance on 250 miles of Virginia's interstate highways. When VDOT and VMS, Richmond, Va., signed the agreement in 1996, as part of Virginia's Public Private Transportation Act of 1995, the two parties estimated that VDOT could save $22 million by letting VMS handle highway maintenance.
