In March of 1993, Road and Transport Research published a paper on the important subject of infrastructure costing(Miller & Tsolakis 1993a). the paper's abstract saw it as 'leading to optimum infrastructure investment outcomes.' A core element was a 'lifecycle costing' methodology developed by the paper's authors and their colleagues at the then Bureau of Transport and Communications Economics(BTCE).
