In late 1988, scores of recycling coordinators nationwide sought the answers to many questions that surfaced regarding the establishment of a municipal curbside collections program. These concerns included setting challenging, yet realistic, municipal recovery goals, plus determining the size and type of household container to be provided. To help answer such questions, consultants in Minneapolis conducted a curbside sampling of recyclables in the Twin Cities neighborhoods of Lynnhurst and Victory, over the course of two consecutive pick up dates. Minneapolis was one of the first major U.S. cities to offer curbside collection of recyclables, launching the citywide bi-weekly service in 1982.
