Benchmarking Performance

Clark County (Washington) and their municipal partners are at a crossroads. With the curbside collection program in the unincorporated areas being re-bid, an opportunity has materialized to change the collection method. Many programs in the Pacific Northwest and throughout the nation have converted to single-stream or other new approaches. These new approaches raise the question, "How might Clark County benefit from a new approach?"
