How it all got started

National discussions about paint product stewardship between the paint industry and the governmental bodies that oversee household hazardous waste began in earnest during 2003. The Product Stewardship Institute spearheaded two nationally negotiated memorandums of understanding (MOU) through the Paint Product Stewardship Initiative (PPSI). The memorandums were signed by ACA, five paint manufacturers, eight state governments, 31 local government agencies and several other related businesses and organizations. The second MOU called for PPSI to develop a new nationally coordinated system for the management of leftover architectural paint in a "demonstration," or pilot state, which turned out to be Oregon.
