Pressure-sensitive adhesives have long been understood to wreak expensive havoc on the paper recovery process by contaminating the stream. In 2007, a Resource Recycling feature examined recent steps the state of Wisconsin had taken to address the problem. The sticky products, made from materials including polyvinyl acetate and acrylic polymers, had in recent years been estimated to be costing the paper recycling industry about $700 million per year. Adhesives, such as envelope return address labels, were found to be not dissolving into water during the repulping process, but rather breaking up into smaller particles that were difficult to filter out of the pulp.
