At the end of 2003, Metronom ("metronom Eisenbahn GmbH" in full) became one of the first licensed railway operators not in federal ownership to start operating local passenger services on heavily trafficked corridors in Germany. The company now operates services along the whole axis of Bremen - Hamburg - Hanover - Goettingen. It has been successful both in the opinion of passengers and in terms of handling the railway operation. To achieve this, it has developed numerous operational solutions and processes, and these have shown their value in practice. It is worth mentioning, in particular, the consistent train formations, the equipping of its own operations centre and the reservations system it offers passengers. However, it is becoming clearer all the time that over-trafficked railway lines and capacity bottlenecks have a negative impact on the operational quality of passenger-transport systems. A number of areas have been pinpointed where action is called for. These include, in particular, a fair system of compensation in the event of impairments in the quality of the infrastructure and the introduction of a set of instruments for appraising the scope of rationalization measures. The purpose of the latter is to be able to maintain dependable control over operational situations when they depart from the timetable as a result of delays or engineering work, but without cutting back on the traffic volume (such as by replacing rail services with buses).%Der Wettbewerb im Schienenpersonennahverkehr in Deutschland entwickelt sich inzwischen auch auf stark befahrenen Strecken und Knoten.
