Up to now, the approval process of the Systems and components of safety relevant telecommu-nication and electrical facilities (STE-facilities) which are repeatedly installed in the same way in different facilities, had been described in the Administration Regulation for Building Construc-tion Supervision in Civil Engineering of STE-facilities (VV BAU-STE) [1] and in type approval Neue Typzulassung (W NTZ) [2]. A regulation within the administrative rules was indispensable as the superordinate regulations, Act on the General Railway, Allgemeines Eisenbahngesetz (AEG) and the Act on the Federal Administration of Railway Traffic, the Bundeseisenbahn-verkehrsverwaltungsgesetz (BEWG), only included a duty assignment to perform the construction supervision to the Federal Railway Authority (EBA). A description of the approval procedures and test sequences involved did not take place on the level of the legislation.
