National Rail Plan aims to drive modal shift

Indian Railways is to be developed 'as a world class system which shall be able to cater to demand by keeping pace with growth and complementing economic development', according to the Ministry of Railways' draft National Rail Plan. This is intended to shape transport and investment policy over the next three decades, with the aim of boosting rail's market share and contributing to meeting the country's climate change mitigation targets. Rail India Technical & Economic Services was mandated to develop the NRP, which was circulated to stakeholders for consultation in December (RG 2.21 p6). However, much of the work was subcontracted to Aecom India. Running to more than 1200 pages, the comprehensive document looks in granular detail at IR's operational and commercial performance in recent years and seeks to identify the opportunities for growth.
