On rail policy, the differences between the three main parties are small. Of course they would all disagree with that assertion. But look at the facts.rnThey all support the concept of a new highspeed line. They all support a programme of electrification. Two of the three publicly favour longer passenger franchises and the third is coming round to the idea. And whatever therncolour of the next government, it will face severe budget constraints.
