The EC White Paper "A Strategy for Revitalising the Community's Railways" concluded that a new kind of railways should allow for more customer oriented less expensive, more efficient services being provided using less subsidy. Already a number of policy initiatives at national and European level are being implemented following the recommendations from the White Paper.
