This autumn will go down in the history of the Russian Railway as the time of fundamental reform. On 18 September 2003 Mr. M. Kassyanov, Chairman of the Government of the Russian Federation voted a Resolution on establishing the "Russian Railways" Joint Stock Company. On 22 September 2003 the President of the Russian Federation released Mr. G. M. Fadeev from the position of Minister of Railway Transport of the Russian Federation and appointed him President of the "Russian Railways" Joint Stock Company. On 30 September, 2003 the President of the 'RZD' took over control of 987 railway enterprises and installations, facilities and institutions.
