Speaking at a conference organised by the South of Scotland Alliance on November 2, Scotland's Cabinet Secretary for Finance ft Sustainable Growth John Swinney revealed that final technical documentation was being prepared to permit a formal announcement to be made before Christmas of Transport Scotland's intention to let the main contract for the Borders Railway project.
