Orr Splits Safety Tasks

A reorganisation is now taking place within ORR that will see staff currently dealing with safety issues, including HMRI inspectors, redistributed within two of the three principal directorates. Currently, around 60% of the total ORR staff deal with safety matters, many having transferred from the Health ft Safety Executive in 2005. ORR Chief Executive Bill Emery said on February 25 'we are - as the rest of the industry - trying to become more efficient'. He explained that 'from April we will have three main directorates: Railway Planning & Performance under Michael Lee; Railway Safety under Ian Prosser; and Railway Markets Et Economics under John Thomas'. Some technical staff now dealing with safety will be moving into Lee's directorate. Within the slimmed-down Railway Safety directorate, Emery said 'there is quite substantial reorganisation in our Railway Inspectorate so as to be much more clearly focused on duty-holders, and particularly Network Rail and the train operators. The net effect of this, in fact, is reducing the internal bureaucracy here so as to have more inspectors on the ground'.
