Freight has its own performance problems. Network Rail missed its regulatory target by 25% in 2010-11 and is'very likely'to miss it again this year, according to ORR. Delays to freight services attributed to the infrastructure operator have continued to worsen.They are currently running at 4.33 minutes per hundred train kilometres.The CP4 requirement for 2011 -12 was 3.18 minutes, which ORR believes Network Rail is'now unlikely to be able to deliver'. That said, Network Rail and its customers are questioning the measures of freight performance. Joint discussions on possible changes to the freight operators' (FOCs') requirements have produced some revised measures.
