A secondary strand of Alstom's original claim was that Eurostar International had breached the Utilities Contracts Regulations 2006. Alstom alleged that it was not properly informed by Eurostar about the criteria, weightings and evaluation methodology that were to be used to assess bids for the supply of new trains, meaning requirements of transparency and equal treatment were breached.
