In addition to being high by historic standards, present UK railway costs also compare unfavourably with European railways. McNulty also draws on data from other regulated sectors with comparable activities.rnInternational benchmarking by ORR during the 2008 Periodic Review suggested that Network Rail is 3O% to 5O% less efficient in terms of maintenance and renewals expenditure than comparable European railways. Other regulated sectors have typically achieved real unit operating cost expenditure reductions of 4% to 6%rnper year following privatisation while NR's operating costs are still above 1996-97 levels. And the recent HS2 study found that civil engineering costs in the UK were typically up to double those being achieved in Europe.
