Continuing work by the Rail Delivery Group on the Rail Systems Agency proposed in Sir Roy McNulty's Rail Value for Money Study is putting back the implementation programme. McNulty's original timetable envisaged the creation of RSA by the end of 2011. At its September 22 meeting, RDG reported that its RSA Working Group had reviewed the recommendations from the RVfM Study and had agreed that there were gaps in areas including identifying new operating practices and technologies, undertaking planning and appraisal for sys-temwide technology initiatives, and promoting innovation, which meant that such an agency was needed.
