ROSCOs and other owners have now received notification from DfT of the changes needed to the majority of ex-BR vehicles, including Mk 111 and Mk IV coaching stock, if they are to remain in service beyond the 2020 deadline for compliance with accessibility legislation (pi). At one time it was expected that many fleets would have to be withdrawn because of the high cost of making vehicles compliant with the Rail Vehicle Accessibility Regulations which came into force in January 1999. Initially applied to new vehicles, the Disability Discrimination Act made it mandatory for all vehicles to comply with RVAR from January 1 2020. This was expected to see significant withdrawals because of the cost of compliance.
