When 1MCD, the second of three groups prequalified to bid for construction of the Borders Railway from Millerhill Yard to Galashiels and Tweedbank, pulled out in the summer it left BAM as the sole bidder. Transport Scotland was then forced to abandon its original procurement strategy because the essential element of market testing had been lost.
