McNulty preaches co-operation to close 30% efficiency gap

Published on May 19, Sir Roy McNulty's final report from the Rail Value for Money Study places heavy emphasis on the need for the industry to work more closely together if the efficiency gap he has identified is to be closed by 2019. 'We're all in it together' was a recurring phrase at the press conference held to launch the report. Efficiency in the McNulty report is calculated as cost per passenger-km. In monetary terms, the study has identified new savings across the industry of between £700m and £1bn a year that would be achievable by the end of the next Control Period 5 in 2019. This is additional to cost savings by Network Rail, either already being delivered or identified by ORR for CP5. Collectively, McNulty says that these savings could deliver a 30% efficiency improvement by 2019, subject to train load factors also improving as ridership growth continues.
