Noting that 'the number of passenger trains is at an all-time high', EMT Managing Director Tim Shoveller suggested on February 2 that TOCs needed to focus much more on performance and punctuality in order to make the best use of available capacity. Speaking from his experience as a former Operations Director, he suggested that the 5 min and 10 min thresholds for PPM statistics were simply 'not good enough' for day-today management. People were asking whether the current industry average of 94% PPM was 'good enough', but he felt 'that person doesn't understand how the railway operates'.
