Reflecting protests following ORR's proposal to recover the avoidable costs of freight operations (RB1415 pi), the Secretary of State's latest guidance to the regulator is clear on this subject. The government wants to facilitate the continuing development of a 'competitive, efficient and dynamic private-sector rail freight industry', which means avoiding 'unnecessary transactional costs or other obstacles to the achievement of these objectives and future growth'.
