London Midland 110 mile/h approval

ORR has indicated to London Midland that it is 'minded to approve' the TOC's 21st supplemental agreement, which will allow it to operate additional services and at 110 mile/h off-peak on the West Coast Main Line from December 2012. However, ORR is to refuse a proposed 22nd supplemental agreement which looked for additional 110 mile/h peak hour paths on the WCML from May 2014.
