The Mayor's Rail Vision published last month sets out the case for extending TfL's London Overground operation to inner-suburban routes currently operated by the TOCs. This year should see completion of the planned orbital Overground network when trains start operating from the East London Line to Clapham Junction (p1), but there are also three radial routes terminating at Crystal Palace, West Croydon and Watford Junction. Both incumbent Boris Johnson and his challenger for re-election Ken Livingstone have urged the government to grant TfL more control over the National Rail network in London, especially south of the Thames where London Underground coverage is poor (RB1408 p4).
