Devolution key to imminent command paper

At the start of her address to the Waterfront rail industry reform seminar on February 28, Transport Minister Theresa Villiers assured delegates that the promised command paper setting out a new framework for the national railway 'will, honestly, be coming out soon', and 'will set out our blueprint for delivering a railway that will be more affordable, more accountable and more customer-focused'.Devolution was 'a very appropriate theme' for the seminar, she said, because 'it is one of the central themes that knits together a numbeT of different strands of our reform programme in the rail sector ... and affects everything from franchising to the way we would like to see Network Rail operate in the future'.
