In its consultation document for the replacement Great Western franchise, DfT outlines features of its new approach to franchising. Bidders will be asked to consider how they might improve stations and trains, building on the work already done and planned for the current Control Period 4. Proposals for improving service quality 'while reducing the unit costs of operating the railway' will also be expected.
