As part of a sustainable approach to development, the Scottish Ministers want to encourage tourism and the introduction of 'scenic trains' under the replacement ScotRail franchise is seen as a means of promoting this. 'As a minimum', franchise bids must include scenic train provision on the West Highland Line to Oban and Fort William, as well as the route from Inverness to Kyle of Lochalsh. This can take the form of 'premium carriages' in standard trains. In addition, the franchisee will also be expected to work with local partners to develop tourist services and act as 'a showcase for Scotland', for example by serving local or Scottish produce at catering facilities.
