Drop CP5 90% PPM target, says Virgin

Virgin Trains is leading calls for ORR to drop its proposal to require Network Rail to deliver a PPM score of 90％ for TOCs by the end of Control Period 5 on March 31 2019. According to Virgin, PPM scores which reflect the punctuality of a service when it completes its journey do not reflect the interests of passengers, who are more concerned about on-time arrival at their particular destination and are apparently content to experience small delays if their overall journey experience is positive.
