Amber/red rating for HS2

High Speed 2 is also among the 17 DfT projects analysed by the Major Projects Authority (p10), which issued its first annual report on May 25 covering only the second quar-ter of 2012-13, between June and September last year. This confirmed the 'amber/red' status ascribed to HS2, denoting that successful deliv-ery was in doubt. According to the National Audit Office's review of HS2 programme preparation (left), the MPA assessment was driven 'by DfT's timetable for achieving Royal Assent on the [Phase I] hybrid bill as well as in part by external risks, such as stakeholder opposition'.
