Revised standards delay electrification

A meeting of the Scottish Parliament's Rural Economy εt Connectivity Committee on September 21 took evidence from the ScotRail Alliance on delays to the Edinburgh - Glasgow Improvement Programme (RBI518 p1) and other schemes. ORR also submitted a written report on the status of current enhancement projects and service performance in Scotland. In its most recent Network Rail Monitor for Scotland, ORR had noted that the electrification work under EGIP was behind schedule and could cost more than expected. ORR was also concerned by cost pressures on other projects. As a result, a review was initiated of NR's plans regarding costs and capability. Summarising this work, ORR reported that EGIP is running over budget and is now expected to be commissioned in July 2017, seven months late. Previously NR had agreed with Transport Scotland that EGIP would be sufficiently advanced to allow the first electric services to run by December 2016. This obligation will not be met.
