PPM diverging from improvement trajectory

When it became clear during the 2013 Periodic Review that Network Rail would fail to meet its PPM target for the end of Control Period 4, ORR was forced to recalibrate its proposed PPM trajectory for CP5. This concession set lower targets for the first three years of CP5 during which performance could recover. It assumed that by Year 4 of CP5 (2017-18), the PPM would have reached the 92.4% specified in ORR's draft determination, before a further improvement to reach the target for the end of CP5.
