Responding to the publication of the Shaw Report, Rail Delivery Group Chief Executive Paul Plummer stressed the need for government, the industry and its partners to 'agree a clear plan that we can all align behind as quickly as possible, to avoid unnecessary uncertainty'. Plummer said there was 'broad agreement' across the industry over the need to improve local transparency, making 'empowered Route busi-nesses' accountable to passenger and freight operators. 'We are keen to help maintain the momentum of change started in Network Rail', he added. With DfT and NR asked to develop an action plan, RDG would have a key role in formulating proposals 'so that they are fully joined-up, empower all parts of the railway and can be sup-ported by the whole rail industry'.
