As a former state regulator of many of the country's low-level waste processors and now a consultant to a number of waste processors and others, I have been intrigued by the debate over "blending." Having argued for decades that radiation is radiation and a rem is a rem, I now see us debating "what is blending" and "is it reasonable or permissible at all."
