The last thing a visitor to San Diego wants to see is a beach closure sign posted at Mission Bay or staked in the sand along the Pacific Ocean. In San Diego, as in other coastal communities, closures due to sanitary sewer overflows cause the obvious environmental and public health impacts while inflicting financial damage on the tourism industry. The City of San Diego's Metropolitan Wastewater Department wanted to significantly reduce SSOs and be fully compliant with its National Pollutant Discharge Elimination System permit, the Clean Water Act, and future Capacity, Management, Operations, and Maintenance requirements. But with 3000 miles of pipeline, trunk sewer, and interceptor, where would they start?
