Nashville, Term., mayor Bill Purcell is optimistic about recycling. "Our goal is to establish a waste management system that is clean, green, and lean," he said when presenting his waste management plan in December 2000. Since then, the Metropolitan Government of Nashville and Davidson County (Metro) staff and Gershman, Brickner & Bratton (GBB), Metro's lead solid waste consultant, have worked to expand this management guideline into all aspects of handling construction and demolition (C&D) waste in the Metro area. In spring 2001, the Nashville Thermal Transfer Corp. (NTTC) board of directors approved the closing of a 30-year-old waste-to-energy (WTE) plant to make way for the new District Energy System (DES). The old NTTC facility had the capacity to convert approximately 1000 tons per day of solid waste into energy, pro- ducing 250,000 pounds of steam per hour using three waste boilers/incinerators.
