As expected, the relative calm of the spring and summer of 2009 at the FCC turned into a torrent of activity this past fall, and that activity will continue well into 2010. A major driving force has been a requirement that the FCC deliver a national broadband plan to Congress by February. FCC Chairman Julius Genachowski has made that a major priority, and nearly every part of the Commission has been engaged in various aspects of the plan. For APCO and others in public safety, it has meant responding to several public notices seeking information on current and future public safety requirements for broadband.
