Business Improvement Districts: Promise And Performance: Editor's Introduction

摘要

Business improvement districts (BIDs) are subgovernment units that utilize a special assessment form of public financing and create public-private partnerships to promote local self-help capability, which addresses the revitalization and redevelopment needs of a designated business area. Unlike state, county, or local governments, it is difficult to determine the exact number of BIDs nationally and internationally. They are established locally with few reporting requirements to state or federal governments; they are continually being created, and poorly tracked. Other than the efforts of a few authors in this symposium and Jerry Mitchell of Baruch College, there is no organization, public or private, that systematically collects pertinent data on BIDs, let alone performance criteria or the number of BIDs in the United States and around the world. Yet, it is clear that BIDs represent a dynamic and growing field in government.
