Strategic Planning and Balanced Scorecards: Charting the Course to Policy Destinations

Strategic management has evolved in bits and pieces to become a staple of public sector organizations over the last 30 years. Elements of it often develop independently of each other. Thus, performance measurement is a central part of strategic management, but many governments and public agencies have developed performance measures without developing strategic plans. Its use, like most major management initiatives, depends on the orientation of elected officials. Its actual consequences are little studied.
