This recent publication by Dr. Nagy K. Hanna-formerly an economist and officer at the World Bank-offers a practice-oriented model for the implementation of electronic government (e-government) initiatives in develop- ing countries. Hanna offers his model as an answer to what he characterizes as the key faults of most e-government projects: that they ignore business and civil society institutions (which create demand for e-government services), development officials and public administration reformers (who create the context and content of those services), and citizens and grassroots organizations (which consume and could contribute to improving those services) (4-5).
