As comptroller general of the United States from 1966 to 1981, Elmer B. Staats was an exemplar of the golden era of American public administration, practicing faith that, in constitutional democracy, realism lies in the disciplined practice of ideals. The central thinking and practices of that era, which had become vital by the 1930s, when Elmer was a college and graduate student, included a reliance on people with disciplined talents; a belief that responsible public and private institutions are essential to advance constructive accomplishment; and an embrace of diverse sciences, technologies, and humanities.
